Meet the members of the Porter Consulting Engineers team. All are specialists in civil and traffic engineering design and combined have more than 170 years of experience.

Brad Harris

Brad Harris

Managing Director
BRAD IS A PROFESSIONAL ENGINEER AND ACCREDITED SENIOR ROAD SAFETY AUDITOR WITH 30 YEARS' EXPERIENCE IN LOCAL GOVERNMENT, URBAN INFRASTRUCTURE, LAND DEVELOPMENT AND TRAFFIC ENGINEERING.

His experience includes project administration, design and contract administration of major and local roads projects and subdivisions.

Brad joined Porter Consulting Engineers in 2006 after gaining a wealth of experience in municipal and land development engineering, design and project management. Previously Manager, Technical Services with the City of Gosnells and Civic Design Manager at the City of Melville, Brad became Managing Director of the practice in July 2016, overseeing the continued growth and success of the company.

His technical experience is extensive and includes: design and contract administration of land development projects; asset management for roads, paths and bridges; road safety auditing; road funding applications; management and design of large-scale road projects; overseeing civil design, horticultural design, transport planning and surveys.

Some major projects in which Brad has been involved include Cecil Avenue road and streetscape upgrade, Cannington (Stages 1 and 2); Robinson Park Residential Subdivision and Public Open Space in the City of Gosnells; The Amble, Girrawheen; and design and contract management of multiple synthetic hockey pitches throughout the metropolitan area.

Brad was previously awarded the IPWEA GK Watters Local Government Engineering Excellence Award for his work on the Lakeway Drive-In redevelopment for the Town of Claremont.

Brad holds a Bachelor of Environmental Engineering (Honours) from the University of Western Australia. His professional affiliations and representations include: Fellow, Institute of Public Works Engineering Australia (IPWEA); Deputy Chairperson on the WA Committee of Consult Australia; Past Convenor, IPWEA Road Safety Panel; and Member of the Institution of Engineers Australia.

Shane Highman

SHANE IS A CHARTERED PROFESSIONAL ENGINEER WITH OVER 26 YEARS' EXPERIENCE IN INFRASTRUCTURE AND SUBDIVISION DESIGN.

Having joined Porter Consulting Engineers in 1997, Shane is a design engineer with specific responsibility for the project control, design, documentation and contract administration of the full extent of civil engineering disciplines covering roads, earthworks, stormwater drainage, water and wastewater reticulation for land development and infrastructure projects.

Shane’s involvement in urban, rural and industrial land developments and municipal works throughout Western Australia includes developments in Armadale, Ashburton, Albany, Broome, Cockburn, Fremantle, Geraldton, Kalgoorlie, Mandurah, Port Hedland, Ravensthorpe, Seville Grove, Swanbourne and Wanneroo.

Shane’s projects include a 159-lot industrial subdivision in Wangara, a 65-lot residential subdivision in Margaret River, and a 280-lot subdivision in Ravenswood. Significant projects include Morley Galleria Water Corporation infrastructure relocation, Latitude 32 Wastewater Infrastructure, North Link Industrial Park, Cockburn South Central, and Westfield Road Estate, Seville Grove.

Shane holds a Bachelor of Engineering (Civil and Construction) and a Diploma of Civil Engineering. He is a Chartered Professional Engineer (CP Eng) and on the National Engineering Register (NER). Shane’s involvement in the industry continues with his membership on UDIA WA’s Infrastructure Committee and UDIA WA’s Civil Engineering and Utilities Expert Pool.  Shane is also a Consult Australia representative for the Urban Development Advisory Committee (UDAC) and a member of UDAC’s Technical Sub-committee.

Evan Williams

Evan Williams

Director Traffic & Transport
EVAN IS A CHARTERED PROFESSIONAL ENGINEER WITH 40 YEARS' EXPERIENCE WORKING IN CIVIL AND TRAFFIC ENGINEERING DISCIPLINES, INCLUDING LOCAL GOVERNMENT IN WESTERN AUSTRALIA FOR THE CITIES OF STIRLING, MANDURAH AND BELMONT.

His vast experience includes major and local road design, traffic management, road safety engineering, public transport infrastructure, pedestrian and cycling. He has provided advice to Councils on traffic issues relating to land subdivisions, property developments, road networks and road safety.

Within his area of specialisation, Evan’s experience has included investigation, design and administration of traffic-related civil infrastructure projects; investigation and development of road safety improvement projects; advice and reporting on traffic-related issues; and administration of engineering design teams.

Evan has been an accredited, practising Senior Road Safety Auditor since 2000 and is an active member on the Institute of Public Works Engineers Australia (PWEA) Road Safety Panel, which provides promotion, training courses and the accreditation of Road Safety Auditors in WA.

Senior Project Engineer
GLENN IS A PROFESSIONAL ENGINEER WITH OVER 35 YEARS' EXPERIENCE DELIVERING DEVELOPMENT PROJECTS EFFICIENTLY AND EFFECTIVELY FOR BOTH PUBLIC SECTOR AND PRIVATE CLIENTS.

Glenn joined the Porter Consulting Engineers team in January 2020 as a Senior Project Engineer and is managing a number of urban infrastructure and subdivision projects in the metropolitan and regional areas. He recognises that successful projects require not only technical competence but also a willingness to listen to all stakeholders. This has earned him the respect of service authorities, government agencies, clients and the other consultants that are often involved in these projects.

Glenn brings a wealth of experience to our team and has an excellent rapport with senior personnel within State Government agencies and local authorities.

His key strengths include an ability to recognise the wider ramifications of decisions when considering options for the development and/or advancement of projects. The industry has also acknowledged Glenn’s value by regularly calling on him to sit on steering committees and working groups that are tasked with reshaping the industry.

Jennie Hopfmueller

JENNIE IS A TRAFFIC AND TRANSPORT ENGINEER WITH OVER 28 YEARS' EXPERIENCE WORKING IN TRAFFIC AND TRANSPORTATION ENGINEERING DISCIPLINES WITH PRIVATE CONSULTANTS.

Jennie joined Porter Consulting Engineers in late 2017, and her wide experience includes traffic impact assessments, intersection capacity analysis using SIDRA, traffic input into structure plans and local area traffic management.

Jennie has provided advice to WA Local Government and private developers on traffic issues relating to land subdivisions, property developments, road networks and road safety.

Within her area of specialisation, Jennie’s experience with projects has included traffic signal design, detailed design of intersections/interchanges, as well as parking, pedestrian and cycling studies. Jennie’s exposure to both planning and detailed design of road infrastructure projects gives her an appreciation of traffic management issues and the appropriate experience to apply this to practical design and construction solutions.

Jennie has been an accredited, practising Senior Road Safety Auditor since 2010 and has undertaken numerous road safety audits offering her traffic engineering and road design experience to improve safety for all road users.

Jennie holds a Bachelor of Engineering (Civil – Honours) from Curtin University and is a Member of the Institution of Engineers Australia.

Michael Cook

Senior Project Engineer
Michael holds a Bachelor of Engineering (Civil and Construction – Honours) and a Diploma of Project Management. He is a Chartered Professional Engineer on the National Engineering Register (NER) and a Member of the Institute of Engineers Australia.

Michael joined Porter Consulting Engineers in late 2015 as a Senior Civil Engineer and has over 22 years’ experience working in civil engineering.

Prior to joining Porter Consulting Engineers, Michael was the Senior Project Engineer on a variety of commercial and residential subdivisions, specialising in land development engineering design, documentation and supervising construction activities.

Michael is an experienced Project Manager and as a Senior Engineer at PCE is responsible for client interaction and project delivery. He brings extensive experience to the team in a broad range of civil engineering including earthworks, structural, drainage, transport, land development and construction in Western Australia.

Michael’s expertise includes studies and development feasibilities; design, documentation, tendering and contract administration of civil and infrastructure projects; contract documentation and tender evaluation; construction supervision and site surveillance checks; project scheduling and coordination; and cost management.

Michael’s projects include a multi-staged subdivision (176 lots) in Midvale, award-winning POS underground drainage in the Town of Cambridge, multi-sports court resurfacing and playground redevelopment, service station developments, local authority amenity upgrades, and design and documentation for access and internal roads and drainage in the Derby-West Kimberley region for remote communities and Shires.

JAMIE IS A QUALIFIED PROFESSIONAL ENGINEER WITH 13 YEARS' EXPERIENCE IN LAND DEVELOPMENT, WATER CORPORATION, AND LOCAL GOVERNMENT WORKS.

Jamie joined Porter Consulting Engineers in 2012 as a Construction Engineer and has since worked his way to Senior Project Engineer. Prior to joining PCE, Jamie worked for the City of Armadale as a Subdivision Engineer, working on a variety of commercial and residential subdivisions, assessing engineering designs and supervising construction activities.

Jamie has gained a wide range of experience since joining Porter Consulting Engineers, particularly in the area of construction and land development. Jamie’s main responsibilities include design and documentation input (concept to detailed design), contract administration, facilitation of construction site meetings and undertaking construction site surveillance checks of various development projects. Jamie prepares and reviews construction costings and assists with the preparation of feasibility and servicing reports. 

Over the last few years, Jamie has worked on many residential subdivisions, service station design and documentation, RDAP contract administration and construction surveillance across WA, various primary school carpark and drainage projects, sewer and water mains extensions throughout the metropolitan area as well as numerous industrial estates. He has also gained significant experience preparing a number of MRRG Rehabilitiation and Improvement reports.

Jamie holds a Bachelor of Engineering (Civil and Structural – Honours) and is a Member of the Institution of Engineers Australia.

Rachel Thomson

Project Engineer
RACHEL IS A QUALIFIED ENVIRONMENTAL CIVIL ENGINEER WITH 10 YEARS' EXPERIENCE IN STORMWATER DESIGN AND MODELLING, FEASIBILITY REPORTING, SITE SERVICING INVESTIGATIONS AND CONTRACT ADMINISTRATION.

Rachel joined the PCE team in July 2021 and has provided private and public sector clients with advice on projects ranging from a 2-lot subdivision to large sewer servicing projects compliant with Water Corporation guidelines. Previously, Rachel managed multi-discipline projects for Defence and mining projects, and gained an understanding of wider project requirements. 

Rachel can assist on your projects that require concept solutions, initial indicative costs, detailed servicing advice or detailed civil & stormwater infrastructure design.

Melissa Viney

Associate / Senior Designer
MELISSA IS A QUALIFIED SENIOR CIVIL DESIGNER WHO JOINED PORTER CONSULTING ENGINEERS IN 2000 AS A CIVIL DRAFTER.

Melissa has over 22 years’ experience in civil and traffic engineering design and was appointed to our operational board in July 2019.

Melissa is responsible for concept and detailed design works, liaison with service authorities, and service location. Melissa has extensive experience in CAD design and documentation in a variety of civil engineering projects associated with urban, rural, commercial and industrial land development, municipal works, and road projects, as well as having designed 15 synthetic hockey turfs in Western Australia.
